Tortuga

Tortuga is the largest city in the Turtle Islands and is a haven for thieves, criminals, and pirates. All sorts of lascivious behavior can be found within its lawless streets and the city is rumored to be filled with opulent mansions standing side-by-side with tenements and slums. The city is ruled by a High Table of Pirates to the degree that the council’s inconsistent rendering of justice could be termed a government. Violence and intimidation serve as coin in the city as much as gold or silver does and assault and robbery is a daily facet of life. However, it is said that murder is not allowed and immediately punished.
